Swe doesn't start to beat Lerate spam until T5 or T6, depending on just how many melee buffs get stked on your bear tank. I think the break even point is around 2500 AP in bear.

Are you sure that the extra threat from lerate tking doesn't make up for swe generating less threat by itself? I would still use what I ed anyway, as it is a rare pull that you are tanking only one thing.

Blizzard did this in pah 2.1 bause undead, mhanal, and elemental mobs didn't bleed until rently. The guys in the Feral Druid mega thread at Elitist Jerks use Rawr for the most part, so I trust the numbers I get from it. Rawr gives a TPS value for 4 different rotations: 1-3-0 (1 Mangle, 3 lerate, 0 swe), 1-0-3, 1-1-2, and 2-1-5.
Depending onrit, Armor Pen, and AP, 1-3-0 is ahead until around 2400-2500 AP. I have around 17-1800 AP unbuffed in bear, so it takes a lot more AP than your average 70 druid brings for any rotation iluding Swe to beat Lerate x3.
